Ron Ellis, SUN Executive Director
Seniors United Now held their 3rd Annual General Meeting and 1st Silent Auction in Edmonton on April 12th, 2006. The board of directors would like to extend their sincere thank-you to the 256 members who attended. We would also take this opportunity to thank and congratulate all volunteers on a job well done and a further thank-you to many businesses and individuals who donated items for the silent auction.
The Lieutenant Governor of Alberta, The Honourable Mr. Norman Kwong, delivered opening remarks. His Honour Mr. Kwong spoke about the value of seniors, their contribution to our society and to Alberta; the advantages and challenges of aging. He encouraged seniors to be involved with what matters to them, because it ultimately matters to Alberta.
President Ireen Slater reported on the activities of SUN over the past year. She informed the membership of the advantages of having an Executive Director. She outlined the focus of SUN; committee structure and purposes; described each committee and outlined the responsibilities of each. Ireen thanked those that have dedicated their time to serve on various committees and encouraged all members to become involved to the greatest extent that they can. Ireen summarized some of the achievements of SUN over the past year. She spoke of SUN’s involvement with other senior’s organizations and about our representations to the government on senior’s issues. Ireen stressed that SUN continues to advocate for seniors, and will continue to pressure government in areas that affect seniors.
Gordon Voth presented the 2005 Treasurers report and Audited Financial Statements. He advised that though SUN still has cash on hand we incurred an operating deficit of $11,000 for 2005.
Note:   We all know that non-profit organizations struggle financially and SUN is no exception. Your Board of Directors continues to put enormous effort into fundraising efforts as an alternative source of revenue. However, the strength of an organization is its members and we urgently require every member to renew their membership, donate what you can and to participate in our fundraising efforts.

Ron Ellis, Chair of the Nominating Committee presented the following slate of nominees for election to the 2006 Board of Directors. Nominations were called for from the floor and none were received. All officers/directors voted in by acclamation.

As directed in SUN By-laws the previous years president – Ireen Slater, automatically assumed the Past-President Position.

A coffee break took place following the general business segment of the meeting. Though the meeting reconvened to allow for Questions & Answers/New Business, the vast majority of attending members had left the meeting and a quorum no longer existed. As a result, the following items were received for consideration by the new board of directors.
-   Motion by Michael Marlowe that SUN board immediately initiate an on-line petition on the SUN website insisting that our Government reinstate fully the senior support programs that were in place prior to 1993 as promised and arrange for its filing in the Legislative Assembly before the spring sitting is prorogued. Seconded by Albert Opstad.
-   Motion by Albert Opstad that SUN prepare a questionnaire to poll the PC leadership candidates to see if they are senior friendly and publish the results. Seconded by Michael Marlowe.
Two additional motions were defeated.

Sun focuses its efforts and resources on those issues that you prioritize through your input. We encourage all members to take a few minutes to record and send us your thoughts. We are particularly interested in receiving input on:

Membership Value

On July 17th, 2006 a mailing was forwarded to all our members reminding them of our strategic relationship with Johnson Inc. a long time and reputable provider of house, auto and travel insurance. Please be clear there is no obligation that you utilize these products. Nor is there any expectation that you would do so unless it is beneficial to you. Is there potential benefit to SUN? ABSOLUTELY.
Firstly, we are hopeful that this program will assist SUN in retaining existing members and signing up new members. Secondly, FOR EACH QUALIFYING MEMBER (THOSE NOT PRESENTLY INSURED WITH JOHNSON) WHO RECIEVES A NO-OBLIGATION QUOTATION, JOHNSON INC. WILL DONATE $20.00 TO SUN. Initial results indicate that this program has already been of significant benefit to some members. We encourage you to obtain a no-obligation quotation. We would also encourage you to advise us of your satisfaction or concerns.
Seniors Task Force
Ron Ellis acts as a SUN representative to “A Circle of Alberta Seniors Advocacy Chairpersons” operating under the PIA Seniors Task Force Banner. On May 9th, 2006 the “Seniors Task Force” commenced a campaign. Alberta Seniors Deserve Better
This campaign is to draw attention to the many and varied difficulties faced by seniors and to present/promote an initial five steps to begin addressing these difficulties. A July 17th mailing was forwarded to all SUN members, containing a postcard outlining these initial few steps. The postcard was preaddressed to Honourable Yvonne Fritz, Minister of Seniors and Community Supports asking for government action. If you have not already signed and mailed this postcard, we would strongly encourage you to do so.

ADVOCACY Committee

In its advocacy activity, SUN undertakes to work cooperatively with all who are interested in assisting the elderly and seniors issues.
HEALTH Committee

For now the provincial government has backed off on their proposed changes to health care. This is largely the result of extraordinary efforts by the Friends of Medicare along with the support of many other organizations including SUN. However we do not for a moment believe that this is the end of the matter. Our Health Committee is continuously reviewing articles, reports, data etc. and is working on a SUN position paper. This is an extremely time consuming issue and Ireen Slater deserves a special thank-you for her efforts.

Office of the independent Seniors Advocate (OISA)
Ron Ellis acts as a SUN representative to “A Circle of Alberta Seniors Advocacy Group Chairpersons” Operating under the SALT banner ” The Circle of Chairs” continues to advocate for the establishment of an independent Seniors Advocate.


PC Leadership Campaign
The following list of questions was forwarded to all Progressive Conservative leadership Candidates on July 16th, 2006. The questionnaire was also forwarded to all political parties represented in the legislative assembly. Once responses are received they shall be posted to the SUN website and further distributed at every opportunity. We have requested that all recipients of the questionnaire provide a meeting opportunity for SUN representatives to further discuss seniors’ issues.

1.   Will you support the position that seniors qualifying incomes for all provincial benefit programs be calculated net of:
– Non medical expenses for continuing care where spouses must live separately due to care requirements.    – Attendant care expenses for home care. Qualifying attendant care expenses to be, at a minimum, equal to    those attendant care expenses that the federal government qualify as a medical expense and eligible for the    attendant care claim.
2.   Will you support the position that the Alberta personal taxable income for seniors be calculated on the same basis as above?
3.   Will you support increasing the income thresholds for all seniors benefit programs by a minimum of 50% over the next five years and the subsequent indexing of these thresholds?
4.   Will you support increases in senior health benefits and the indexing of these benefits?
5.   Will you support the establishment of an Independent Seniors Advocate?
6.   Will you enable seniors to remain independent in the community by addressing transportation issues such as:
-   Aging driver support.
-   Affordable alternative community transportation.
7.   Will you work cooperatively with municipalities to develop affordable housing for seniors and consider creating innovative housing options?
8. Will you support the seniors population with a utility subsidy?

EXECUTIVE DIRECTOR REMARKS-AGM APRIL, 2006


MADAME CHAIRPERSON, MEMBERS AND GUESTS. SENIORS UNITED NOW OR AS WE ARE MORE COMMONLY REFERRED TO – SUN, IS A PROVINCE WIDE, NON-PARTISAN, NON-PROFIT SOCIETY. OUR VISION IS TO BE REGARDED AS A LEADING ADVOCATE AND RESOURCE ON SENIORS ISSUES.

THERE ARE HUNDREDS OF SENIORS ORGANIZATIONS THROUGHOUT THE PROVINCE. THEY DO WONDERFUL THINGS AND CONTRIBUTE THOUSANDS OF VOLUNTEER HOURS TO THE CARE AND WELL BEING OF THEIR COMMUNITIES. IN RECENT YEARS IT HAS BECOME CLEAR TO SENIORS THAT WE MUST EXPAND OUR INVOLVEMENT. IT HAS BECOME CLEAR THAT WE CANNOT LEAVE OUR FUTURE AND THAT OF FUTURE GENERATIONS TO THE WHIM OF THE SYSTEM. IT HAS BECOME CLEAR THAT WE ARE NOT FULFILLING OUR RESPONSIBILITY TO BE INFORMED, TAKE A POSITION AND MOST IMPORTANTLY TO OFFER GUIDANCE TO OUR ELECTED OFFICIALS.

WE KNOW THAT WE LIVE IN A WONDERFUL PROVINCE, A PROVINCE THAT IS ENJOYING A TIME OF GREAT PROSPERITY AND WE ARE PLEASED FOR ALL WHO WILL BENEFIT. WE KNOW THAT MANY ALBERTA SENIORS LIVE HAPPY, INDEPENDENT AND FULFILLING LIVES. UNFORTUNATELY, THERE ARE ALSO MANY ALBERTA SENIORS WHO ARE SUFFERING FINANCIALLY, PHYSICALLY, EMOTIONALLY AND IN EXTREME CASES, PEOPLE WHO HAVE PASSED AWAY DUE TO INADEQUATE ATTENTIVENESS. THESE PEOPLE ARE OUR PARENTS, BROTHERS, SISTERS AND OUR NEIGHBOURS. THEY HAVE NAMES; THEY ARE THE JENNY WARDENS AND THE JEAN WALKERS.

IT IS THE RESPONSIBILITY OF ALL ALBERTANS TO ENSURE COMPASSIONATE AND EQUITABLE TREATMENT FOR ALL SEGMENTS OF OUR SOCIETY. AS A RESULT OF THE EFFORTS OF SENIORS ORGANIZATIONS MUCH HAS BEEN ACCOMPLISHED. HOWEVER, ANYONE WHO BELIEVES THAT OUR JOB IS DONE IS LIVING IN A FANSTASY WORLD. IN THE REAL WORLD, CHANGE IS ONGOING. IN THE REAL WORLD, YOU CAN ONLY HELP DIRECT THAT CHANGE IF YOU BECOME PART OF A CRITICAL MASS OF ATTENTION AND SUPPORT.

WE ENCOURAGE YOU TO BECOME INFORMED, CHOOSE AN ORGANIZATION THAT BEST SUITS YOUR INTERESTS, BECOME A MEMBER AND BE INVOLVED.

SUN BELIEVES THAT IF WE ARE TO ACHIEVE THE NECESSARY CRITICAL MASS OF ATTENTION AND SUPPORT, SENIORS ORGANIZATIONS MUST WORK COOPERATIVELY. YOU WILL NOTE THAT WE HAVE PROMOTED TODAYS ACTIVITIES AS OPEN TO THE GENERAL PUBLIC AND INDEED FORWARDED OUR NEWSLETTER AND NOTICE OF MEETING TO 353 SENIORS ORGANIZATIONS. SUN IS A PROUD MEMBER OF THE CIRCLE OF CHAIRS PROPOSING THE ESTABLISHMENT OF THE OFFICE OF THE INDEPENDENT SENIORS ADVOCATE AND THE CIRCLE OF CHAIRS KNOWN AS THE SENIORS TASK FORCE. WE COMMEND ALL PARTICIPATING ORGANIZATIONS AND ENCOURAGE OTHER SENIORS ORGANIZATIONS TO BE INVOLVED. THREE OF THE MORE RECENT TOPICAL ISSUES THAT SUN, ITS MEMBERS AND OTHER SENIOR ORGANIZATIONS ARE INVOLVED IN ARE:



SUPPORTIVE AND CONTINUING CARE

FOR YEARS, AN EVER INCREASING NUMBER OF RESIDENTS, THEIR FAMILIES, STAFF AND OTHER CONCERNED INDIVIDUALS HAVE SPOKEN OUT TO RAISE AWARENESS OF THE SIGNICANT AND SOMETIMES APPALLING SHORT FALLS IN THE PROVINCES SUPPORTIVE AND CONTINUING CARE PROGRAMS. IN EARLY 2005 THIS ACCUMULATED AND INCREASING VOICE OF CONCERN REACHED SUFFICIENT MASS TO ATTRACT THE ATTENTION OF GOVERNMENT. OUR HOPES FOR LONG OVER DUE ACTION WERE RAISED WHEN BOTH THE AUDITOR GENERAL AND MLA TASK FORCE NOT ONLY CONFIRMED OUR CONCERNS BUT INDICATED A SENSE OF URGENCY FOR ACTION.

TWO GOVERNMENT MLAS PARTICIPATING IN THE TASK FORCE SPOKE OF THE “HORROR STORIES” THEY HAD HEARD REGARDING LONG TERM CARE. IT WAS ACKNOWLEDGED THAT THERE WAS MUCH TO DO AND THAT A PRIORITY WAS TO ESTABLISH A CERTAINTY OF STANDARDS AND MONITORING AND A CONFIDENCE THAT COMPLIANCE WOULD BE ENFORCED.

A TIME LINE OF SIX MONTHS WAS ESTABLISHED. IN SEPTEMBER 2005 THE YEARS OF NEGLECT ARE YET AGAIN ACKNOWLEDGED AND THE GOVERNMENT ADMITS IT NEEDS TO SPEND ANOTHER $250 MILLION MORE EACH YEAR TO IMPROVE CONDITIONS IN LONG TERM CARE FACILITIES.    

SO HERE WE ARE, YEARS AFTER THE ALARM BELL WAS FIRST RUNG AND ELEVEN MONTHS AFTER THE GOVERNMENTS ACKNOWLEDGEMENT OF THE URGENCY OF THE PROBLEM. BEYOND ALL COMPREHENSION THERE ARE STILL NO ESTABLISHED STANDARDS, MONITORING OR COMPLIANCE ENFORCEMEMT. THOUGH THE NEED FOR $250 MILLION MORE EACH YEAR OF ADDITIONAL SPENDING HAS BEEN ACKNOWLEDGED THE ALBERTA GOVERNMENT HAS ANNOUNCED IT WILL SPEND $36 MILLION MORE.

FORGIVE US IF WE DO NOT UNDERSTAND. FORGIVE US IF WE QUESTION THE GOVERNMENTS COMMITMENT TO THIS “URGENT PROBLEM”. FORGIVE US IF OUR CYNICISM CONTINUES.
HEALTH CARE

TODAY, THE TOPIC OF HEALTH CARE IS FRONT AND CENTRE. THIS SHOULD SURPRISE NO ONE. THE
SUSTAINABILITY OF OUR PUBLIC HEALH SYSTEM HAS BEEN UNDER SCRUTINY, IF NOT ATTACK, FOR YEARS. SUN HAS AND CONTINUES TO WORK COOPERATIVELY WITH OTHER ORGANIZATIONS AND ELECTED OFFICIALS WHO ARE CONCERNED ABOUT OUR PUBLIC HEALTH CARE SYSTEM.

IT IS SUNS POSITION THAT THERE IS NOTHING MORE IMPORTANT TO THE SUSTAINABLE WELL BEING OF A PROVINCE OR A NATION THAN THE HEALTH OF ALL ITS CITIZENS. IT IS SUNS POSITION THAT UNDER NO CIRCUMSTANCE CAN RESPONSIBILITY FOR OR AUTHORITY OVER HEALTH CARE BE PLACED IN THE HANDS OF PRIVATE ENTERPRISE.

THIS MAY BE THE MOST IMPORTANT SOCIAL ISSUE OF OUR LIFETIME. WE MUST BE INFORMED, WE MUST TAKE A POSITION AND WE MUST BE INVOLVED. THESE ISSUES, AND MANY OTHERS, ARE NOT UNIQUE TO TODAYS SENIORS. THEY AFFECT THE FAMILIES OF SENIORS AND THEY WILL AFFECT FUTURE GENERATIONS.

THOUGH SUN IS SENIORS FOCUSED WE REMIND YOU THAT AGE IS NOT A CRITERIA FOR MEMBERSHIP. SPECIFICALLY I WOULD SPEAK TO THAT SIGNIFICANT GROUP OF BABY BOOMERS WHO WILL TURN 65 OVER THE NEXT 25 YEARS. REPORTS INDICATE THAT MOST CANADIANS SEE THEMSELVES AS MAKING NO PROGRESS OR FALLING BEHIND AGAINST THE COST OF LIVING. JUST THINK HOW MUCH MORE DIFFICULT THIS WILL BE WHEN YOU ARE LIVING ON A FIXED INCOME. MOST BABYBOOMERS ARE AWARE OF THE MAJORITY CHANGE FROM DEFINED BENEFIT PENSION PLANS THAT PAY A REGULAR MONTHY INCOME TO DEFINED CONTRIBUTION INDIVIDUAL RSP PENSION PLANS. ARE YOU AWARE OF WHAT YOUR RSP PLAN WILL POTENTIALLY PROVIDE AS AN ANNUAL INCOME AND FOR HOW LONG? IF YOU ARE FORTUNATE ENOUGH TO BE PART OF A DEFINED BENEFIT PENSION PLAN ARE YOU AWARE THAT COMPANIES ARE AGGRESSIVELY FREEZING SUCH PLANS. ARE YOU AWARE THAT MANY SUCH PLANS ARE UNDERFUNDED AND ARE NOW SUGGESTING MEMBERS TAKE REDUCED BENEFITS AND MAKE HIGHER CONTRIBUTIONS?

MOST BABYBOOMERS SHOULD BE AWARE THAT WHEN YOU RETIRE YOU WILL NO LONGER RECEIVE COMPANY DRUG, DENTAL AND VISION-CARE BENEFITS. YOU WILL BE FORCED TO COVER THESE COSTS FROM YOUR PENSION INCOME. IF YOU ARE FORTUNATE ENOUGH TO WORK FOR THE MINORITY OF COMPANIES THAT CARRY THESE BENEFITS INTO RETIREMENT, BE AWARE. IT IS REPORTED THAT MORE THAN HALF OF CANADIAN EMPLOYERS PLAN TO CUT THE LEVEL OF SUCH BENEFITS.

TO FUTURE RETIREES AND SPECIFICALLY TO THE BABY BOOMER GENERATION, I WOULD QUOTE THE PRESIDENT OF ONE OF CANADAS MOST RESPECTED INVESTMENT FIRMS. “THE FALL IN EMPLOYER – SPONSORED PENSION PLANS COULD MEAN WIDESPREAD “PENSION POVERTY” WITHIN 20 YEARS. PEOPLE RETIRING IN THE NEXT 20 YEARS ARE FACING CHALLENGES LIKE NEVER BEFORE.”

AS INDIVIDUALS, WE HAVE AN INHERITED RESPONSIBILITY TO FUTURE GENERATIONS. YET, AS INDIVIDUALS, WE DO NOT HAVE ACCESS TO THE RESOURCES NECESSARY TO FIX THE CONSIDERABLE CONCERNS THAT THIS RESPONSIBILITY REPRESENTS. HOWEVER, AS END USERS, WITH A UNITED VOICE, WE CAN PROVIDE VALUABLE AND INFLUENTIAL FEEDBACK AS TO AREAS OF CONCERN AND OUR EXPECTATIONS. AS INDIVIDUALS WE HAVE A RESPONSIBILITY TO GUIDE OUR ELECTED OFFICIALS, NOT ONCE EVERY FOUR YEARS BUT ON A CONSISTANT BASIS AND THEY HAVE A DUTY TO LISTEN. CAN A GOVERNMENT AND ITS LEADERS BE ALL THINGS TO ALL PEOPLE? NO, THEY CANNOT. BUT PEOPLE DO EXPECT THEIR LEADERS TO BE COMPETENT AND TO MAKE HONEST EFFORTS TO TRY TO IMPROVE THINGS.

EXPERIENCE HAS SHOWN US THAT ASSISTING THE ELDERLY AND SENIORS ISSUES ARE NOT CONSIDERED SUFFICIENTLY GLAMOROUS OR DRAMATIC TO ATTRACT THE ATTENTION OF MANY PUBLIC AND PRIVATE SECTOR PARTICIPANTS. IT IS UP TO US TO SEE TO IT THAT THIS ATTITIUDE OF APATHY AND NEGLECT CHANGES. I SUGGEST THOSE WITH THE POWER TO MAKE CHANGES WOULD DO WELL TO LISTEN.

TO THOSE WITHIN THE PUBLIC AND PRIVATE SECTORS WHO ARE SUPPORTIVE, I SAY THANK YOU. FURTHER, I WOULD STRONGHLY ENCOURAGE SENIORS, THEIR FAMILIES AND INDEED ALL ALBERTANS TO KNOW WHO THESE SUPPORTERS ARE. I ENCOURAGE EACH AND EVERY ONE OF YOU, TO THE GREATEST EXTENT THAT YOU CAN, TO RESPOND WITH YOUR RECIPRICOL SUPPORT.

SENIORS, AS A SIMPLE RESULT OF OUR LONGEVITY, HAVE EXPERIENCED CHANGE BEYOND THE ORDINARY. WE KNOW THAT THE MEANINGFUL AND SUSTAINABLE MEETING OF SOCIETIES FUTURE NEEDS REQUIRES THE ABILITY AND WILLINGNESS TO COMMUNICATE AND ADAPT. HOWEVER, NOT ALL THINGS SHOULD CHANGE. THE PRINCIPLE TOOLS OF AN EFFECTIVE DEMOCRATIC PROCESS – TRANSPARENCY, MEANINGFUL CONSULTATION AND EFFECTIVE COMMUNICATION DOES NOT CHANGE. THE NEED FOR RATIONAL AND HONEST THINKING AND BEHAVIOUR DOES NOT CHANGE.


SENIORS TRANSPORTATION

ARE YOU READY TO TAKE YOUR ANNUAL MANDATORY ASSESSMENT TO DETERMINE WHETHER YOU WILL BE ALLOWED TO DRIVE? THOUGH NOT IN THE NEWS TODAY, THIS ASSESSMENT IS PART OF A TRAFFIC SAFETY PROPOSAL BEING DISCUSSED BY THE PROVINCIAL GOVERNMENT. ARE YOU READY TO PAY EACH YEAR FOR THIS MANDATORY TESTING?
TRANSPORTATION FOR SENIORS HAS LONG BEEN A CONCERN OF SUN. INDEED, WE HAVE CONSULTED WITH THE ALBERTA MOTOR ASSOCIATION FOR MANY MONTHS AND WILL CONTINUE TO DO SO GOING FORWARD. IF OUR MEMBERS ARE ANY INDICATION, SENIORS ARE AS CONCERNED ABOUT TRAFFIC SAFETY AS ANY AGE GROUP. HOWEVER, RATHER THAN SIMPLY LIMITING OUR AGING POPULATION’S MOBILITY, SUN SUPPORTS ADVOCACY ACTIONS IN THREE AREAS.

-   SAFER ROADS
-   EDUCATING THE PUBLIC ON SAFE DRIVING PRACTISES AND MOST IMPORTANTLY
-   STEPS TO SUPPORT OUR MATURING DRIVERS AND HELP KEEP SENIOR DRIVERS MOBILE AND INDEPENDENT FOR, AS LONG AS IS SAFELY POSSIBLE.


I HAVE BEEN PRIVILEDGED TO BE YOUR EXECUTIVE DIRECTOR SINCE MAY OF LAST YEAR. I HAVE DONE
MY BEST TO EFFECTIVELY REPRESENT SUN AND INDEED, ALL SENIORS. THE CHALLENGES HAVE BEEN MANY AND THEY SHALL CONTINUE. I KNOW THAT IF WE SAY NOTHING, THEY SHALL HEAR NOTHING. IF WE DO NOTHING, THEY SHALL DO NOTHING. I BELIEVE THAT WE HAVE AN INHERENT RESPONSIBILITY TO THOSE THAT COME AFTER US AND TO THOSE THAT GO BEFORE US.
